Automating table header and scope assignment?

is there way automate process of assigning headers , scope in table in pdf document?

we regularly produce large volumes of pdf documents our clients, include among other things tables.  have been informed our documents need accessible (508 compliant).  being able produce these in automated fashion required due our volume.  example, our current project involves producing 4,300 4 page documents include total of  6 tables each.  while layout uniform these, data in tables unique each one.

we produce documents using sas , using adobe action scripts automate process of tagging documents, adding properties , doing full accessibility check.  have used commonlook verify meeting additional accessibility requirements full accessibility check not cover.  1 part have not been able figure out how automate tagging of header cells in document headers , set scope.

sas not natively tag pdf documents, why tag them acrobat action.  alternative approach, have tried converting html document formatted table (headers , scope assigned) html pdf see if headers , scope assigned way, header , scope assignment lost in conversion.

if there no way automate through acrobat somehow, there pdf authoring tool can produce pdf documents tagged , scoped tables in automated fashion data source?  preferably 1 can use sas dataset or oracle source data.

if authoring application not identify row / column headers , lacks tag management identify header row(s) / column(s) manually or via plug-in.

without pdf not accessible - not section 508 compliant.
