why is the audio outrunning the video?

first off, i'd gentlemen helped last question; guys lead me information allowed me figure out wrong , how fix it.  have new problem that's making me tear hair out, , i'm hoping guys can me 1 well.

background:

i'm attempting make video resume supplement paper resume in order job technology educator called techshop.  have old video production degree, i'm new digital editing.  equipment have reasonably powerful computer (it exceeded specs), panasonic hc-v10 camera (it records in acvhd lite 720 60p, think), premier elements 10, , file viewer , converter called wondershare video converter platinum.

my troubles started when i, in beginner's ignorance, didn't use premier capture video clips off camera directly, instead took sd card out , transfered files onto computer's hard drive directly.  no longer have video on sd card, have files.  there video re-shoot; need use footage.

i set project acvhd lite 720 60p and, again not understanding doing, washed raw footage through video converter.  resolution of video 1280x720 960x540 , label video instead of having numerical codes (pre-sorting).  changing resolution because couldn't find premiere preset resolution.  converted audio @ 48 mhz (after converting @ sample rate of 44.1, seemed cause problem-though in hindsight, may not have), same project preset.

after converting footage, appeared play in wondershare.  looked @ footage mediainfo, , appeared match video presets exactly.  used media pull files premiere, , that's when hit fan.  audio outracing video!  @ start of clip appeared in synch.  few seconds in, , there 'something funny going on'.  minute in , badly out of synch, , few minutes clip (several takes in 1 clip) badly out of synch couldn't match sections up.  audio ended before video in every clip imported.  i'm not sure, think it's losing 2 seconds minute.  tried test export, , problem same.

now here's interesting wrinkle.  when @ properties of clips in wondershare , mediainfo, both tell me frame rate 29.97 fps , audio sampled @ 48mhz.  however, when @ properties of same clip in premiere, says audio sample rate 48mhz, frame rate 29.00!  if i'm calculating correctly (though i'm not am), think losing .97 frames per second accounts audio/video missmatch-the video playing slower audio.

as afterthought, when media files premiere project, tiny message @ bottom of screen says premiere conforming each video progress bar, leading me believe project presets not match source video; problem is, wondershare , mediainfo does!

question:

what happening?  how come premiere saying these files have framerate of 29.00 fps when else says they're 29.97?  did convert oddly?  checked, , set frame rate on wondershare 29.97 (which , mediainfo both video playing at).  re-converted of video raw source wondershare @ at 29.00 setting, , still has missmatch problem.  did premiere interpret strangely?  if so, idea why?  doesn't appear need render-there's no red bar above project or anything.

also, there way can tell premiere play video same audio rate, @ 29.97 fps instead of 29.00 fps says it's using?  or stipulate video files played @ correct rate, or something?  or really, other ideas on how address issue?  uncoupling video , audio , time-stretching seems imprecise , cumbersome, i'd rather not try it.  i'd adjust premiere use video correctly, since video labeled , correctly sized (and of cropped , color corrected too).

edit: loaded in unconverted footage kicks, , audio problem doesn't seem occuring.  simple fix, right?  well...i'd still figure out what's going on future projects.  still use converted , labeled video since took long pre-sorting it!  lastly, had @ 1 point attempted load unconverted footage premiere , re-label there, premiere spat message "running low on system resources" , locked up/stopped responding.  computer doesn't seem able handle 135 video clips in 1 project, , need pre-sort.  wondering, preview images problem?  if chop footage multiple folders, help?

i have read articles bill hunt , others "file format wrapper" , "what's in codec" , such-very informative!-so no need point me 1 of them unless i've forgotten something.

gentlemen, thank in advance advice , assistance, , appreciative make experience available new users such myself.  again!

you should able use video camcorder directly in project set avchd lite (1280x720p) -- assuming shot in 1280x720. trying convert going take farther solution. no reason make more complicated is.

it doesn't matter if used premiere elements download video camcorder or if used windows explorer or mac finder it. results same.

you'll know you've got right project settings if see no red lines above clips when add them timeline. case in project?

if project set correctly , you're still seeing audio leading video or vice versa, computer isn't quite snuff. can tell processor , speed, how ram have , if using more 1 drive edit video on?
