How to tilt the camera

i have 3d scene camera moving through on z-axis starting @ 0 , moving through 4,000 using standard technique of linking null object camera easier control.

 

the camera moves through series of layers of vector images of simple man , woman design, camera passes between them more people revealed showing family tree on time.

 

the simple z-axis move through crowd ok camera rise above heads , tilt down @ 45 deg angle tracks through them. can't figure out how this. i've played x rotation paramter combined y position paramter move camera , on heads can't tilt down @ 45 deg angle moves along z-axis.

i tap "c" key allows me cycle thru more intuitive camera controls (with mouse)  the rotate xyz options in cam transform area.

 

go beginning of timeline. reveal camera transform  options. turn on keyframes them (just in case)

 

 

move timeline point want move , tilt down. tap "c" , use interactive mouse controls pose cam. since attributes keyframed, automatically created when position cam mouse controls.
