Multiplaning without affecting scale due to the Z axis?

i'm working on animated film makes extensive use of puppet tool and, animated films, surrounding world of film makes use of perspective , perceived 3-dimensional space.

appreciate functionality of using 3d space in after effects avoid having animate every individual item (this background quite cluttered) have drawn , illustrated exact dimensions want seen on screen, there option modify object's placement in 3d space without allowing z axis perform natural function of making things larger come closer or smaller pushed away? not going rendering scenes make use of altering position in z axis, that's not issue.

i tried moving objects on z dimension, adjusting size of items make objects closer smaller (so they're size started out as) , objects further away bigger (again, make them same size begin with) have lot of guesswork , i'd appreciate being able move "prop items" want them without distorting scale can pan through scene nice multiplaning effect , freedom of not having animate every individual object.

i know rather complicated request, i'm assuming there must way , i'm not knowlegeable enough figure out on own.

zaxwerks layers tools z distribution plugin. have used one.
