Need to Distribute a fillable Form with a incrementing Control#

i have work order form reporting problems , on form control# needs increment everytime opened. can work script needs save form in order increment next time opened. how can distribute form thru acrobat , use tracking utility capture incoming requests?? can work , track issue handling work order# increment somehow using method?

 

this must done somewhere docs control#'s??

 

form:

is possible increment on use of submit button. if submitting single computer save , write .txt file store current number , done automatically within script , gives ability edit .txt if needed.
