Missing Unicode Encodings

after running full check on msword 2010 guide converted pdf using acrobat x pro, accessibility report brings error "no unicode characters" several pages list bulletstyle used in msword document. suggestions on "how add character encodings" not helpful/or not apply. using latest adobe acrobat distiller, have latest adobe psdriver, , not allowed use open font fonts prescribed. has encountered issue , knows solution?

the problem list bullet style selected in word.

correct in word file.

 

there nothing distiller, pdfmaker, or acrobat can input characters not map unicode.

 

 

if prescribed template prohibits you'll not having accessible pdf.

 

iso 14289-1:2012, section 7.2 states

"character codes shall map unicode described in iso 32000-1:2008, 14.8.2.4.2. characters not included in unicode specification may use unicode private use area or declare character encoding."

note second sentence not you'd readily accomplish during manual post-processing of tagged pdf acrobat pro.
