Offset: Match a PMS coated on non-glossy paper?

hi, please help/inform

i new offset printing, working church creating great new graphic identity. working local graphic designer print our newly designed items, , first item sent print small envelope donating money. our designer showed digitally printed proof looked close our colour, pms 268 c. but, once offset printed, lighter, close pms 268 uc. disappointed, , realized should have requesting coated stock, , feel designer blame not mentioning me/showing me misleading proof. need letter head printed, , tells me match solid coated colour must use glossy paper (she says glossy=coated). mind boggling me digital printer can produce deeper, richer colours on uncoated paper offset printer can. don't want glossy letterhead, cannot settle such inaccurate colour match. there i'm missing? our designer doing wrong? there anyway match coated colour on uncoated or @ least non-glossy paper?

thank you,

dalton

pantone provide guides on how various color books relate 1 based on perceptional properties , if al lelse fails can hold 2 reference strips side side , eyeball , substitute color. figure in paper in first place - major paper companies provide guides , reference profiles. , finally, of course cmyk conversion on calibrated system matches simulation of designer, not print shops arbitrary everyday quick shot method. rest not surprise - there's nothing miraculous digital proofs. fall under same rules , on calibrated system can produce correct predictable results. yeah, sure, depending on how many inks use, may have greater gamut, that's not point. in many words: need talk each other, not hand off stuff print shop without thme knowing how designer intended work , same, shee nedds verify , sign off print shop's conversion.
