Question about layers

i'm working through book top 100 simplified tips , tricks rob sheppard. i'm stuck on lesson 54, combine 2 photos layer masks. top photo doesn't turn layer on bottom photo. i'm holding down shift first , releasing last, must missing else.

you need click add layer mask @ bottom of layers pallet.

 

what trying do?
