Help! Is my hardware insufficient?!

i'm corporate trainer tile company 130 employees.  background sales , tile-related knowledge instead of computers.  however, adept @ electronics , have learned lot lately (thank lynda.com).
i using camtasia 8.0.2 screen capture-related training.  have old version of premier pro cs3 when did training videos in 2007 , trying convince boss upgrade cs6 me hpe h8-1360t quad-core.

the laptop supplied in march believe not ideal/adepquate type of audio/video editing doing.  don't seem have many issues simple screen capture related videos when recordings camcorder , import high resolution pictures system can choppy , render times videos take forever , lock system.
any feedback on whether can make have work or whether need upgrade , if hugely appreciated.
