what user account?
user account personal environment on computer or network. stores files , settings behind login name and, generally, password. each account has set disk permissions.
what disk permissions?
each file , folder on computer has set of permissions, is, rules allowed specific item. whether or not allowed see, open, delete, change, or perform action given file determined permissions. disk permissions determed user groups. example, if user account has admin access, means account part of administrator group , therefore has read , write access files on system. multiple accounts on given computer can part of same group (e.g. can have multiple administrators, there no such thing "the administrator"). possible have custom groups, customized permissions. possible given user account part of multiple groups. specific permissions can set on per account basis well. user disk permissions can pretty muddled.
why create new user account?
behavior of application can affected disk permissions or personal settings. new user account have group permissions , default ("factory") personal settings. helps clean environment application running in, making sure past changes not source of issue.
