Hotspot Question

i'm trying create series of hotspots on page that, when hovered on or clicked on, produce smaller pop-up image hovering on section of page different image , text. can make swap images, want postage stamp-sized pop appear on original page. suggestions? thanks.

instead of image map hotspots, may suggest consider using tooltips?
