if can, need explane, how works joomla cache?

firstly:
1 - global settings - system - cache:
... enable cache (off / progressive / conservative)
... cache handler (file / memcache)
... cache time

2 - extensions - plugin - system cache
... enable / disable
... use browser cache

3 - extensions - plugin - expires headers
... enable / disable

secondly:

simply. correct setting website, have jevents, phocagallery, 300 users per day, 200 articles, 800 events? no cache (everythink disable) - load page 10 seconds.. tooo much.
so:
- enable system cache (progressive, memcache, time 1 hour)
- enable system plugin cache (enable, no-use browser cache)
- enable plugin expires headers (set time hours.)

first load 8 seconds, load between pages 2-3 sec. when click on (for example) contacts , contacts, contacts in cache , load immediately.

let's say, ok me , client. when client changes (articles, or add new event) - (as visitor) dont see changes. when admin clear cache, still dont see changes. must reload (ctrl + r / cmd + r) page , after see changes.

can explain me, how works , how set correct.

need: when admin making changes, need visitor sees changes without reload page.
is possible?
