Rescuing unbalanced footage

fairly became actively involved adobes lightroom 4 eye opener me in area of correcting, coloring , in essence rescuing less optimal or intended shots. videographer , editor, i'd pleased learn how execute similar tasks in premiere pro cs 5.5 or 6.0 ( latter brand new me). there reasonably straight-forward equivalent detailed below prem pro?

 

i can't same quality result highlight/shadow video effect controls. not close!

 

i shoot in challenging environment footage quality literally being affected every passing cloud overhead through long window/wide slit located in ceiling. white balance, lighting , color accuracy especially.

 

it causes following example. main scenarios:

 

a)  frame composed of levels of exposure proper, under or on exposed.

 

mission: boost shadows , take out overblown highlights/glow. more levels across board-entire spectrum.

 

b) balance fine accept 1 or 2 areas highly overexposed.

 

mission: reduce excessively highlighted area(s) (which caused overexposure/light saturation) more acceptable level.

 

lr 4.1 has great, quick , easy fix (in lot of cases) accomplished couple of sliders balances elements more balanced level, boost whites, tweak blacks & presto proceed there. it's not miracle process, it's proven tremendous aid far.

 

a couple of examples need sage advice on how rectify:

 

a) light shines on pianist , sheet music. sheet music glowing , out of white balance whereas every else fine.

 

b) flower decor ( light colors) excessively bright in comparison entire surroundings. sticks out sore thumb!

 

here's issue: can fix part of shot not of issues described in part above. how adjust 1 targeted area , leave else untouched?

 

please, care walk me through process, pointing out resources, tips or techniques me overcome critical shortfall?

not can fixed in post, more compressed video formats.  blown highlights.  once they're gone, can't them back.  shooing raw stills offers degree of control can't unless you're shooting raw video.

 

in short, best option fix on set, not in post.
