how can (intel centrino) cpu run @ 1.6 ghz?

i've tried editing /sys/devices/system/cpu/cpu0/cpufreq/scaling_max_freq seems locked (see post here)

(super-user?) - governor requested available , modprobed? - trying set invalid policy? - trying set specific frequency, userspace governor not available,    example because of hardware cannot set specific frequency    or because userspace governor isn't loaded?

you need run sudo, or uses cpu , automatically speed needed.
