Unknown or bad timezone - Joomla! Forum - community, help and support

i have joomla version 3.0.2
by opening sites, e.g. user administration, error:
500 datetimezone::__construct(): unknown or bad timezone (0)
in phpinfo following information date:
ate/time support enabled
"olson" timezone database version 2011.8
timezone database internal
default timezone utc
directive local value master value
date.default_latitude 31.7667 31.7667
date.default_longitude 35.2333 35.2333
date.sunrise_zenith 90.583333 90.583333
date.sunset_zenith 90.583333 90.583333
date.timezone no value no value
in configuration.php $offset = 'europe/berlin';
i have tested $offset = 'utc' ,too.
the webhoster strato ag.
recently update version 3.0.2 version 1.6 failed because servers php-version not newest one. in way have had lot of trouble:
i have need reinstall joomla , change database (mysql).
perhaps have made failures.
this no problem because want reorganize homepage anyway.
i have googled failure there nothing helpfully.
