cannot (automatically) update to 11.3.300.270 on Windows 7 64-bit systems

i'm trying build sccm deployment latest adobe flash package. registered licensing program/access adobe, , downloaded msi file, understand supposed work on both 32-bit , 64-bit systems. however, i'm struggling update/upgrade work on 64-bit windows 7 systems.
my command line simple:
msiexec /i install_flash_player_11_active_x.msi /qn
this seems work fine on 32-bit systems, not joy on 64-bit systems. on 64-bit systems, appears uninstall previous version of flash (the majority of clients @ flash version 11.2.202.228, if matters), not install 11.3.300.270 version. when clicking on msi , running hand, getting following message on 64-bit systems:
error 1312. cannot create directory c:\windows\syswow64\macromed\flash. file name exists. please rename or remove file , click retry, or click cancel exit.
looking @ folder, there appears single file called "flash", 1kb in size, no apparent file extension. can manually delete 1kb file, , rerun msi hand or via command line, , flash install. however, need deploy software automatically/silently large number of machines.
any ideas on what's going wrong? imagine can come script remove problem file, seems "hack" should work out of box. insight.

this "flash" file new 1 us. i've forwarded post our installer team , they'd following info if possible:
- contents of rogue flash file
- creation date (and date coincide flash player deployments)
- dacl info on flash file (including owner) - i've got script grab info, run on 1 of machines file.
the silent command line execution of msi failing due lack of permissions. should try launching command prompt “as administrator”.
