Licensing for Multiple Designers?

i have used 1 adobe id manage of designer software in our office. now, considering adding creative cloud account each designer works here. problem is, appears each designer need own adobeid use creative cloud. how can manage secuirty of that? in other words, if create account each employee, enter company's credit card pay it... there nothing stop employee continuing use service if leave our company whatever reason. seems poor planning on adobe's part.
