Luminance Formulae and Red Distortion


i'm working on chart displays , names couple hundred color swatches.  have of color data in table, , want arrange them hue , lightness, applied rec.709 coefficients data.  arranges colors natural gradient--except reds, have glaring missplacement.  idea why .709 coefficients this, or coefficients should use instead?

using lab (cielab) or munsell wouldn't improve

situation, in opinion. me, saturated red/orange

appears brighter gray or blue in planes of constant

lightness (lab) or value (munsell).
