Encoding issue in Artisteer (Joomla) footer menu - Joomla! Forum - community, help and support

hello!

i switched hosting lately bluehost rochen (london).
i have encoding problem in footer menu of artisteer 3 template made joomla. it's written in cyrillic letters (russian). , see is:

??????? ?? ??????? ????????? ??????

i had template installed before in different hosting environment (also linux, bluehost). menu worked fine!
what's stranger main menu shows in russian fine! , in other instances russian letters appear (on buttons, etc.), it's ok. , can create russian articles in joomla. no problems whatsoever that.
and in index.php of template shows cyrillic letters okay.
the db encoding ok (collation). it's utf-8 general -ci or that.
any ideas?
p.s. it's same in mozilla ff, ie8 , chrome. i'm 200% it's not on end because i've been using joomla artisteer templates years , used ok. , haven't changed thing in browsers or windows.

please give url.
also, if footer (with cyrillic characters) hardcoded in index.php, make sure file saved utf8 no bom.

i have after effects cs6 in computer cs5.5 installed. 64bit windows 7 ultimate 20gb memory , 2 amd radeon hd 6900 series display adapters drivers updated hour ago (driver date 27.7.2012, version 8.982.0.0).   when trying use after ecffects, error message " after effect warning: problem occurred when processing opengl commands " when clicking composition window.   what done? not much, i'm afraid. need older graphics driver. other disable second card or play configuration. unfortunately not smart person decided cs6 no longer need manual opengl control user, there's no way suppress within program force-revert software-only modes in case of such issues...   mylenium More discussions in After Effects adobe
