Layer and frame issues with animated gifs

i trying place picture on animated gif , stange things going on.

 

here's i've done:

 

1. open gif , it opens , shows 10 layers. layer 10 has visibility on.

 

2. open image want place in gif.

 

3. select section of image , copy it.

 

4. go highest layer (layer 10) of animated gif , paste.

 

5. ps creates new layer new image (layer 11)

 

6. select  layer 10 , 11 of gif , select merge visible layers.

 

7. when fun starts. highest layer combined image, when click on visibility of other layer, nothing shows up, canvas blank.

 

any ideas?
