Need action to open save dialog box and STOP there. Help!!

so here background info, in case helps know why looking option - pulling photos off internal company database. can not access these photos regular files - have go our website, input employee number, , right click, copy. therefore, options related batch editing, if they'd otherwise, out first step

 

in meantime, have created action opens new doc, pastes photo in, , resizes it. assigned f5 shortcut. then, save dexterity (:p) reassigned "open save web & devices" shortcut f6.

 

however, such massive project, , coming time-crunch, i'd take action created further cut out second step (open save w/ f6).

 

i've googled , apparently not phrasing question right, no matter how hard try.

 

how in world, if possible, can add step action opens save web & devices dialog box? know how make open , save, no more that. need open , stop there, can hit enter , input desired file name.

 

is possible?! i'll love forever if can tell me , how accomplish it! btw, on photoshop cs4.

for f6 save files action, record saving file (it doesn't matter or moment)

now, in actions palette, click right hand box save action is. dialogue box pop saying "this toggle state of dialogs in action..." click ok beacause want hand on control of save user. now, when run save action dialogue appear , can save file , want.
