The Less-than-a-second value
with premier pro, used think value 0.01 seconds, until found out goes 24. actual value? i'm depending on physics eei.

the timecode set hours;minutes;seconds;frames.
if sequence setting 24 frames per second timecode show 0 23.
if sequence setting 30 frames per second timecode show 0 29.
so 21 stands 21 frames.
as there : (colon) in between numbers gather in pal-land. pal has 25 frames per second.
ntsc has ; (semicolon) in between numbers.
