Holding Shift when creating Vector Shape - No snap to pixels!

i'm experiencing following problem:

when creating vector shapes , holding shift shape not snap pixel. snap pixels turned on.

it pretty strange.

initially when not hold shift shapes pixel perfect. can see in image first 2 shapes made free hand.

instead of holding shift key try pressing + key change path operations add shape area , - key subtract shape area.

 

that strange behaviour compared cs5 having snap pixels checked rectangle tool align edges when holding down shift

where cs6 13.01 doesn't align edges when holding shift either snap vector preferences of align edges checked.

it seems align pixels when snap vectors in preferences checked , using add shape area selected in drop down.

that's plus key does.

 

i guess under impression align edges supposed same snap pixels in cs5.
