Can't login backend/frontend, the page just refresh itself - Joomla! Forum - community, help and support

hi, have same issue. can neither log in front-end nor back-end. page refreshes no matter type in user/pass fields.

i have deleted cookies.
i have tried different browsers.
session handler set database.
there no $session->fork(); in application.php file.
i have tried optimize, analyse, repair , check tables.
i have flushed session table.
i have set files in project dir 777.
i have set $error_reporting = '6143'; in configuration.php
i have $force_ssl = '0'; in configuration.php
/var/log/apache2/error.log empty.
