Why does the same PDF allow commenting on Windows but not on Linux?

i have pdf document (on version 9.5.1 of adobe reader on linux) has file > properties... > security > commenting field set "not allowed". however, i've copied same file windows machine , used adobe reader 10.1.3 there open it. on windows machine, same security property says commenting is allowed. why difference? 'd commenting on linux version not give me highlighting or sticky notes tools.
for worth, all of security properties (e.g., "printing", "document assembly", "content copying", etc.) between 2 copies of pdf identical.with single exception of "commenting" property.

as per <http://blogs.adobe.com/thesamepage/2011/07/commenting-in-adobe-reader-x.html>, person creates pdfs me enabled "reader extended pdf" option when creating pdf. setting enabled, version 9.5.1 of adobe reader on linux shows "comenting: allowed" , provides whole suite of commenting tools (e.g., stick notes, highlighting, inserting text, deleting text, etc.) so, problem looks bug in how adobe reader in linux interprets security property.
