Can I upgrade Flash on a certified tablet after installing ICS?

i'm in bind here. waited long buy tablet , flash has been removed google play. kick myself that. anyway, did research , found out adobe has list of certified devices run flash. seeing how list doesn't list of newer tablets running tegra 3 (except acer a510 has serious qc issues), decided samsung galaxy tab 8.9. told samsung, unfortunately, adobe flash not "pre-installed" on tablet or of tablets in general. again, kick myself thousand times.
so, i've been looking @ "refurbished" or "used" versions of tablet , found several sellers told me 8.9's have flash 10.1 installed already. i've read, 8.9 going update ics 4.0.4 soon.
okay, here's i'd know: these sellers installed flash under "their" accounts when downloaded google play. if buy tablet , upgrade os ics, able download flash under account if haven't downloaded flash before if has flash on tablet already? ask because few people own galaxy tab 10.1 found flash no longer worked them after upgrade, able download again because had downloaded flash in past.
not update tablet new os, have update flash version 11. want year's worth of updates why i'm getting "certified" device.

the samsung galaxy tab 8.9 tablets adobe has certified running android 3.2 (gingerbread). there no flash player support other version on samsung device. suggest contact samsung , google directly regarding particulars.
