as described, have redownloaded/uploaded, , have ensured directories 755 , files 644. unable proceed past step 1, installation hangs.

you should check whether webhost has configured php sessions correctly. can make php file <?php print ini_get("sessions.save_handler"); print ini_get("sessions.save_path"); ?> see hosts sessions saved session data default. joomla forces session handler "files" , if save path not set or writable, installation wont start.

my webhost defaulted "memcache" , save path unset, when joomla set handler "files" didnt work since server couldnt write path set php.
